Specification of Measure

Eco schemes are one-year climate and environmental interventions within direct payments that are voluntary for the beneficiaries. 

(1) Support for Eco schemes is granted in the form of an annual payment per eligible hectare to beneficiaries who voluntarily undertake the obligation to implement agricultural practices beneficial to the climate and the environment.

(2) Possible combinations within eco schemes are listed in Table 15 from Annex 4 of the Ordinance on the implementaton of direct payments to agriculture and IAKS rural development measures for the year 2023. 

(3) Possible combinations of eco schemes and IAKS rural development measures from the Rural Development Program of the Republic of Croatia for the period 2014-2020 and the support amounts are listed in Table 17 from Annex 4 of the Ordinance on the implementaton of direct payments to agriculture and IAKS rural development measures for the year 2023. 

(4) Possible combinations of eco schemes and IAKS rural development measures from the Strategic Plan are listed in Table 16 from Annex 4 of the Ordinance on the implementaton of direct payments to agriculture and IAKS rural development measures for the year 2023.

31.01. Intensified diversity of agricultural land

Eco scheme Intensified diversity of agricultural land is an intervention within the framework of production-unrelated direct payments, which is paid out in the form of an additional payment to the basic income support. Crop diversity represents an extended form of green practice, which was applied only on arable land. With the aim of increasing the overall diversity of agricultural land, which provides a significant contribution to climate goals and the mosaic of the agricultural landscape and the preservation of biodiversity, the intervention is carried out on all types of agricultural land use.

31.04. Eco scheme: Use of manure on arable land

Eco-scheme The use of manure on arable land is an intervention within the framework of production-unrelated direct payments, which is paid in the form of compensation for additional costs and loss of income resulting from assumed obligations.

The intervention aims to increase the humus content by reducing the use of synthetic mineral fertilizers, which also improves the physical and chemical properties of the soil. Reducing the use of mineral fertilizers significantly contributes to energy savings required for their production and reduces soil, air and water pollution.

The intervention is carried out on arable land registered in the ARKOD system. Solid and/or liquid manure from one's own farm and/or purchased from livestock farms can be used for the intervention.

Eligibility
• The eligible user is an active farmer, and uses agricultural land registered in the ARKOD system.
Commitments
Commitment description
1. Have a soil analysis for each ARKOD plot where manure is applied. For every 10 ARKOD parcels that have an area of less than 1 ha, the user performs the analysis only for the largest ARKOD parcel. The soil analysis must contain the following parameters: soil reaction (pH, KCl and H2O), humus content, content of physiologically active nutrients P2O5 and K2O, hydrolytic acidity or content of total carbonates and skeleton content (for skeletal soils);
2. Have manure analyzed for dry matter content, organic matter content, reaction (pH) and nutrient content (total nitrogen, phosphorus and potassium). Manure analysis must be done every year for each type and for each newly purchased amount of manure;
3. In accordance with soil analysis and manure analysis, create and implement a fertilization plan. The fertilization plan, together with soil analysis and manure analysis together with invoices and other documentation, the user is obliged to submit to the Agency for Payments in Agriculture, Fisheries and Rural Development;
4. Keep records of manure application for all ARKOD plots where manure was applied in the calendar year. The user must submit the record form to the Agency for Payments in Agriculture, Fisheries and Rural Development by December 31 in the year of submission of the request.;
5. Fertilization with manure within the intervention should be in accordance with the needs of the culture, based on the soil analysis performed by the authorized laboratory and the fertilization plan made with the help of individual counseling by representatives of the Ministry of Agriculture, Directorate for Professional Support for Agricultural Development. The Directorate for Professional Support for the Development of Agriculture submits to the APPRRR by December 31 of the current year a list of beneficiaries of individual counseling;
6. It is allowed to use manure (solid or liquid) on arable land in an amount that corresponds to the application of nitrogen from manure from at least 70 kg N/ha to a maximum of 150 kg N/ha in accordance with the minimum and maximum amounts of manure per hectare according to Table 1.

7. The user who, based on the soil analysis carried out by the authorized laboratory, was issued a recommendation for fertilization with manure with an amount of nitrogen lower than 70 kg/ha is exempted from this obligation.
8. Apply manure within 48 hours of spreading it on the arable surface and in such a way as to reduce nitrogen losses to the minimum possible extent;
9. A user who does not have sufficient quantities of manure or does not produce his own manure is obliged to submit a copy of the invoice for the purchased manure to the Agency for Payments in Agriculture, Fisheries and Rural Development by December 15 of the current year of the request, which shows: - the amount of purchased manure
per types of manure listed in Table 1
- MIBPG and the name of the farmer from whom the manure was purchased.
10. For a user who owns livestock, the amount of manure produced is calculated based on the average number of heads/beaks according to Table 2 recorded in the unified register of domestic animals (JRDŽ) in the year preceding the year of submission of the unified request, based on the balance of each first day of the month and the annual produced amount of nitrogen in manure per UG from Table 2.

11. The user who owns livestock is obliged to use inorganic substances for binding ammonia, adsorbents such as zeolite in the manure storage. The user proves the application of the same with a copy of the invoice, which he attaches together with other invoices and documentation and is obliged to submit them to the Agency for Payments in Agriculture, Fisheries and Rural Development.
12. In order to reduce water pollution (after rainfall) and air pollution (especially in the warmer months), the user who owns livestock is obliged to have covered manure storage.
